Opinions and legislation have differed in their approach to the concept and definition of tenders. Some of them focused on the administrative body and those dealing with it, and some focused on its purpose. The definition of tender was the procurement method through which suppliers, contractors, or consultants are invited to submit priced bids for goods, works, or Services through a general announcement published through available media.
Tenders can also be defined as a set of procedures announced in accordance with the conditions established in this law with the aim of reaching the best bid. They can be either local, announced within the country, or international, announced in foreign countries.
